Easy on the cupcakes! A proposal to celebrate students’ birthdays just once per month in Manchester schools has sparked a controversy.  A school board committee has voted for just one monthly group party in an effort to cut down on sugary treats.   Some parents say there is nothing wrong with in-class birthday parties.  The one group party a month proposal will be considered by the full school board.
