CONCORD, N.H. – The New Hampshire Attorney General’s office has released its findings and says a Manchester Police officer was legally justified when he fired his weapon during an altercation with an Alton man.

According to the report, an investigation determined that Officer Anthony Shriber was justified when he returned fire on June 21, 2025, in an incident involving John Phillip Tibbs at the Fairfield Inn which began when Tibbs pointed and fired a pistol at Shriber, and Officers Connor Nusky and Harrission Elwell.

The report goes on to say that Shriber fired several shots at Tibbs and struck him in the stomach, however authorities note that Tibbs survived the ordeal and has since been charged with three counts of attempted murder and three counts of reckless conduct.
