Charges upgraded against an 11-year-old accused in two fatal shootings in Alton. The boy has been charged with a second count of the juvenile equivalent of second-degree murder after the man who was wounded in the shooting, James Eckert, died. Eckert’s wife, Lizette, was shot and killed instantly Friday.
