Manchester’s mayor and police chief are criticizing the decision to release a man, accused of stabbing a stranger, on personal recognizance bail. 25-year-old Kyle Bisson was arrested Friday night and accused of stabbing a stranger at least 9 times during an argument outside Bunny’s Convenience Store on Elm Street and then allegedly throwing the knife into a storm drain. Bisson was convicted in October of domestic violence criminal threatening. Manchester police asked that Bisson be held without bail, saying they believe that given the randomness and nature of the crime, he appeared to be a danger to others.
