UPDATE: Drowning in Partridge Brook – Westmoreland

On Sunday August 15, 2021 at approximately 3:25 PM, New Hampshire State Police Communications received a call reporting human remains discovered within the Partridge Brook located in the Town of Westmoreland, NH.
Once on scene, it was determined that the remains were of an adult African American female. The victim was identified as 41 year old Toni Baker of Pittsburgh, PA. Baker had been the subject of several missing and vulnerable person bulletins from both the Pittsburgh, PA Police Department and the Brattleboro, VT Police Department.

Troopers from the New Hampshire State Police Troop – F barracks had made contact with Baker on July 19, 2021. At that time, Baker was in the company of her juvenile son. The juvenile was returned to family members in Pennsylvania pursuant to a court order.

Baker was evaluated at Speare Memorial Hospital due to mental health concerns and later released. Both the Vermont State Police and Brattleboro, VT Police Department had separate interactions with Baker between July 19th and July 20th. On July 22, 2021

Troopers from the New Hampshire State Police Troop – C barracks made
contact with Baker on Route 63 in the Town of Westmoreland, NH in the area of Partridge Brook.
Baker refused to identify herself to Troopers at that time and she refused any services offered to her.
On Monday August 16, 2021 an autopsy was completed. Baker’s date of death is presumed to be July 23, 2021 and the cause of death was determined to be probable drowning.

The manner of death was determined to be accidental and it is believed that Baker was likely carried into the Partridge Brook by floodwaters.
